From The Daily Beast Cheat Sheet:
A new book by two investigative reporters, including the one who broke baseball’s Biogensis drug scandal, reveals that Major League Baseball gave Alex Rodriguez special approval to use testosterone in 2007. The physician granted Rodriguez a “therapeutic use exception,” allowing him to juice all season. That year, A-Rod won his third MVP award, by hitting 54 home runs and driving in 156 runs. At age 32, he became the youngest player to hit 500 career home runs. The exemption was revealed in a 2013 MLB grievance hearing regarding A-Rod’s suspension that season for breaking the league’s policy regarding performance-enhancing drugs.
While I'm amazed at how blatant the MLB's knowledge is, I'm not surprised.

Yes, news. But not surprising news, because MLB has always been hypocritical about PEDs: Happy to profit greatly off the post-lockout homer boom of the 90s, then just as happy to go after players to look Tough On Steroids once the public became outraged about widespread PED use.

My biggest, darkest thought was regarding the other 25 or whatever guys who were granted exemptions over those years.

It's news but I'm not surprised. And I think most people don't even care that much any more about this stuff.
