Apparently, it would conflict with their objectives for team payroll.
EDIT - I guess we've gone down to 11 or 12 a time or two. This definitely seems to be the lowest.
I'm not at all upset about losing Robert, but it would be nice to land another top tier free agent with a track record. Seems like they should be able to afford that.
