The drop in statistics has been a concern for many players.

Seems to me the shifts are leading to the launch angles and the strikeouts. And a less entertaining game, IMO. But I'd give it time to sort itself out. It's always seemed weird that Brad Pitt's nerds said it's all about getting on base and no one trains all spring to lay down a bunt and take the base.

Let the game work it out.

My question would be, how would the league implement this?

One way would be to limit where fielders can field a ball. Of course, this would hinder truly elite defensive players from making truly elite plays. For instance, can a SS field a ball on the right side of 2B? I mean, there are non-shift alignments where they do. Going this route would seem problematic.

Conversely, they can mandate where infielders are positioned prior to a pitch. But, how is that defined? Will they draw boxes on the infield? And if so at what point are fielders allowed to change positions? Can fielders leave their position as soon as the pitcher goes into motion? It's going to take, what, 1.5 seconds from the windup to the pitch reaching home. Not that it's a great idea, but defenders could conceivably shift their position substantially in that time. Further, if you don't allow fielders to move during the windup, how can they prepare for bunts?

I know these are nitpicky details and somewhat unlikely to occur. But, there's what 60 some odd batters on average in a game and thousands of games every year with multiple pitches per AB. Changing the fundamental rules of the game will present ways that alter it in unintended ways, imho.
