It could be, but he would have to learn how to control it much better than he currently does to even be close to the conversation.
Randy Johnson still has the best fastball I have ever seen. I know people now throw harder, but relative to the era and the impact it had on hitters, Johnson is hands down the best of my age.
That also means I didn’t see Gibson, Seaver, etc.

Johnson threw hard and so did Ryan. But, the reason they both excelled was that they consistently beat hitters.

The obvious answer is Mariano Rivera. He basically threw one pitch (cut fastball), and became the first unanimous HoF’er. That’s a pretty good fastball.
