I'm guessing the number of pitchers/position players on the roster was put in there by the player's union, to make sure there are more position player spots at the MLB level. Because the injured list rule is easy to police - just say that a guy can't pitch again within 15 games, then it doesn't matter if he is a "pitcher" and on the roster.

The fake injury to pull a reliever is probably also an easy one to police. If a pitcher is removed before 3 batters or the end of the inning due to injury, then he is not allowed to appear in the next game.

I don't mind any of these rule changes. The 3 batters rule seems big - I never thought I would see that one be instituted in the near future.
