Manses won't be on my top-21 if that tells you anything.
To be a prospect you've got to be able to miss bats...no physical projection, no stuff, just control. I didn't see a plus pitch in his arsenal when I watched him.
Never heard of the guy until today, but is he in PJ Walter's class or not even that good? Those are pretty impressive BB totals... which don't matter if you can't miss bats.
I was probably a bit hard on him above, but he's going to be one of those guys who has to prove it at each level. He relies on angles to create deception, has below average velocity on his fastball, an ok changeup, and has a decent curve and slider. Obviously all pitches play up due to command and deception.
Senior sign who won a lot of games at East Carolina, and he's really sailed through the minors to this point with an insane K/BB ratio each step of the way. One of those confusing guys that doesn't look like a major leaguer, doesn't have the stuff of a major leaguer, but survives through smarts and a bit of deception.
If I filed a report on the guy, that is what it would look like (along with all the standard physical projection, pickoff move, mound presence type stuff).
