I think his ceiling is higher than Miller's.
I think either Mo or Vuch made a similar statement today. I found what he said odd... Here's the quote:
In the last two years, the Cardinals have signed power righthander Shelby Miller, a high schooler from Texas, and Martinez.
"It's exciting to know you've got those kinds of arms down below," Mozeliak said. "All things being equal, (Martinez) might be a little bit ahead, in the sense of secondary stuff. He seems to be very confident when to use it."
OK, now that I read it again I don't think that it was Mo comparing Martinez to Miller. It was Mo saying that Martinez was ahead of where he thought he would be. Right now I would still give Miller the edge based on maturity and development of secondary pitches. That could change though. I hope we have to debate which one of them is better for the next 22 years.
