No one can stop President Trump from using nuclear weapons. That’s by design.

I invite you to look into what caused the failure of the 90s North Korean deal. A major factor was that the U.S. failed to keep it's end of the bargin. It finally collapsed under Bush who preferred to pursue the axis of evil approach. And even so, after North Korea left the agreement, it took several years work after inspectors left before a bomb could be completed.

As I understand it, the one failsafe is that human beings would still need to follow his orders. The nuclear football is something more like a set of procedures and war plans than some kind off literal big red button to start WWIII electronically.

There have been been at least three incidents when various officers were given orders for a nuclear launch and chose not to obey. One hopes this pattern continues.

That's not entirely true, the sec of defense has to authenticate the order.

Yep, the article gets in to that a bit. To your point, at the very least, cooler heads might be able to slow the president down.
