yeah i'd do the first one, warranties are nice when crap stops working.

I'm actually starting to lean back towards option 1. If I get the 2nd custom built, it's going to cost me $1000 to ship. That's not worth it.
EDIT: I'm not overly concerned about the warranty, because my father can fix pretty much anything as long as I can find the parts. But it's always good to have someone else pick up the bill.

I'm a sucker for vintage stuff, so I like the 2nd one, but warrenties are pretty nice, so i like the 1st one. Both should be pretty cool.

I like the look of the Vespa a bit better, but think you should go for the Stella. You don't want to be always worrying about any little scratch to the vintage vespa, plus it might look like you're trying too hard to impress by sporting a vintage European scooter, and that is the slippery slope to hipsterism.
This is a practical purchase, right? So go with the one that's more practical.

I'm guessing where you're at you don't need an endorsement to ride a scooter and that's why you don't want a motorcycle.
I said this before, but I don't trust Vespa. Having come from the land of scooters I know they're loud and unreliable, my roommates had them. I don't know anything about Genuine Scooters, though.
I'd say get a Japanese scooter. There are some pseudo-vintage styled ones, and they would be more practical, cheaper, reliable. However, the Hipsters may scorn you for not riding the real thing, even though they have probably don't even know how to ride a bike.
What I really want to tell you is get a motorcycle, for the love of god.
