In all honestly I don't think this is a good idea. It will discourage discussion. To illustrate this point, look at how dead the minor league forums are. I guarantee we'd have more discussion about the farm if it were permitted in Baseball Talk. I know the redundant threads get annoying, but at the same time, the mods do a good job of merging threads to help mitigate the problem.
I think in a perfect world, we'd have different board software. One that supported topic "tags" -- just like Gmail supports. So you'd come to a forum, and you'd see:
Baseball Talk
-------------
[MLB] Pujols Signs Extension with Cards
[MiLB] Adam Ottavino strikes out 16
[MiLB] Lance Lynn Delivers
[MLB] Wainwright Wins Cy Young
Then, possibly through checkbox input boxes, you'd be able to select / deselect tag types so that they wouldn't show up in the list. This would provide the same functionality as having separate forums, but have the added benefit of consolidating all of the topics into one place if that's what you wanted.
If I unchecked the MLB box, I'd get:
Baseball Talk

[MiLB] Adam Ottavino strikes out 16
[MiLB] Lance Lynn Delivers
If I unchecked the MiLB box, I'd get...
