I thought it was a possible penalty for urinating in public so I would think it applies even more so in an instance like this.

There was a person who had to go around my apartment building and get signatures for being a sex offender because he was caught urinating outdoors. I don't recall if that's a St. Louis or Missouri ordinance, but yeah, he's definitely getting on that list.
