Thinking through my proposal just above, there would have to be a "come set" moment when it would be called -- no penalty, just moving the player over. Repeated offenses in a game by a player would result in called balls on the pitcher or ejection of the defender in question. There does have to be space given for the defenders to move some before the ball is thrown because of the running game.

I actually think that limiting the defender to the SS or 2b side of the 2b bag would be sufficient. 2 infielder defenders on the left side of the diamond when pitcher comes set. 2 infielders on the right side. Movement can happen as soon as the pitcher begins his delivery.

Remote-controlled tasers will be placed in all player's athletic supporters. I'm imagining technology comparable to that used by grocery stores to lock up shopping-cart wheels when the carts venture too far from the premises.

Alternatively, off-season aversion therapy would train players not to venture too far, and would have added savings because the players would police themselves.

Perhaps ritualize punishment of shift violations, as in Shirley Jackson's "The Lottery," by scheduling a stoning some time after the seventh-inning stretch.
