I voted Astros because for better and worse they have revolutionized how orgs are built. If you asked me about the 2000s I might say Oakland, even sans a ring. Re Houston here's the tanking but there's also the realignment of their minor league system to better focus and concentrate resources where they will have an impact on the big league team, they do a great job increasing pitcher strength and velocity, and they won 100 games for three straight years.
