It ultimately depends on the state. Each state has their own law (called "Romeo and Juliet" laws) regarding that issue. 25 states, including Missouri, have no such law on the books. Meanwhile, 31 states (and Washington DC) have 16 as the age on consent, and in 8 more states, including Missouri, it's 17.

I highly doubt this is something from when Franco was 18 and a girlfriend was 17....especially now that 3 minors have come forward
