I assume the rule is with those huge scrums in mind where it's impossible to determine who recovered it and when so they just go with the call on the field, but it looks really bad when they miss a clear recovery before the scrum like that one.

And any rule that prevents a call like that fumble recovery from being reversed is really, really stupid. Ultimately didn't make a difference in the game, but it could've been the season for the Niners.
