Probably not. He's 19 and getting his first taste of full-season ball this year. He'll pitch probably 120 innings at the most to set himself up to start 2015 in high-A, finish 2015 at AA, then start 2016 back at AA with a shot at a bullpen call-up late that year. If he cracks the starting rotation as a 22 year old in 2017 that will still be pretty darn good.
He'll progress more Miller than Wacha, since he's a teenager like Miller rather than a more polished and more physically mature pitcher like Wacha.
