I'm sure that it's just an average over the years. Prospects ranked 1-10 over the past X years have given a surplus value of Y. Prospects ranked 11-25 over the past X years have given a surplus value of Z. Etc.

Some of those prospects provide zero surplus value for one reason or another. Some provide hundreds of millions of dollars worth of surplus. The biggest gripe at the time (still, actually) is the Cardinals didn't have any legit elite hitters in their system (and still don't) and all it took to possibly add one was $60 million or so...which in terms of elite hitters is about as cheap as it gets. Sure, he could have been a complete bust, too. It sounds like we're on the same page.

That's too bad. He'd be a nice player to have on the team, if he was willing. I wonder where he finally did sign??? Probably somewhere that was more appealing to him.
When it comes to African American players, I could imagine there might be different reasons they would be reluctant to move to StL.

That the Cardinals don't just have to have the highest bid to have free agents sign here? That they now must pay a premium on top of that because of some sort of perception of the team/clubhouse/manager/city?

I agree. I think we have to pay more than just more for a lot of players now is what I'm trying to say. If Team A offers $10 million and we offer $12 million, the extra $2 million might not offset the negative perception. So, there's a premium of another few million dollars to balance that out.
