Of course there will be wind. There is always wind up that high. You make an excellent point. I'm sure all those experienced skydivers have never accounted for wind and go up in any type of wind condition. It's not that. Depending on how Admiral Kird feels about wind, it would make sense if he didn't want to go sky diving in a 20 mph wind.
