I thought the money to sign draft picks was set aside separately from the money for free agents/trades.

The Cardinals have to make moves that impact their major league roster and budget to sign draft picks? Those shouldn't even be the same budgets and I feel sorry for anyone that believes that the Cardinals are anywhere near operating in the red.
