Ok. It's pretty much impossible for me not to vote Wainwright, just because of my opinion of him after having watched him pitch for two years now. He's been impressive to say the least.
From an objective standpoint, Hill, though, is probably the better pick. Either way I think you're going to get a quality #2 starter.

A few more stats. Hill has given up 24 HRs to Adam's 11. Adam is arguably the second best hitting pitcher in the NL (looks like Owings will run away with the SS award), and he's light years ahead of Hill.
Rich Hill's FIP - 4.34
Adam's FIP - 3.86
I'd say this year is a wash, but I'd take Hill long term.

It's so close, I really had a tough time making a final decision.
-With most all of the statistics, Hill is the better choice: K/9, WHIP, etc, though his homeruns allowed rate is higher.
-Wainwright has proven he can do it in the pressure of the grandest stage in baseball, Hill hasn't(though he hasn't had the chance, yet).
-Wainwright struggled mightily at several points in the beginning of the season where Hill has been pretty steady throughout, though Wainwright's health was in question at various points in the early going.
-Wainwright is clearly the better bat.
-Wainwright has perhaps the most beautiful curve ball I've ever seen. Rich Hill's is awesome as well, though.
-Rich Hill is older than Adam Wainwright.
