Not this season. Opening Day 2019 is a more realistic target. There are still a lot of changes around the ballpark (and downtown) to enjoy this year though. I'm excited for you!

i think this is an older article but it says this
While some areas might open in 2018, the entire second phase of Ballpark Village should be finished by 2019.

ballpark village will never be fully complete until it takes over the entirety of downtown st louis and becomes self-aware
