No, it's creating a hashtag. The most irritating thing to me about that idiot woman who was attacking "The Colbert Report" a couple of months ago wasn't that she was some awful, humorless scold, but that she was called a "Twitter activist", as if making up a goddamn hashtag was a thing that mattered at all to anyone.
