Yup - they screwed the pooch on that one. Did he not realize the part of the law setting minimum standards for policies would result in End-of-Life on a lot of policies? Unforced error.

Irrelevant. He was saying something, purposefully, that was not true and misleading. And it wasn't a little thing. The fact that he/they had to change the law shows just how big of a deal and how big of a backlash there was. Hell, even slick Willie came out and said they needed to keep their word.

It wasn't something they just overlooked and made a mistake on. It was a flat out lie.
