What he meant was that if a woman gets pregnant obviously her body was willing and thus the Pregnancy Defense System was not deployed, ergo she is just lying after the fact in order to get an abortion.

Once upon a time a wealthy oil man named Clayton Williams was the odds-on favorite to get elected governor of Texas. Until he gave a rather unfortunate one-liner within earshot of a reporter.
