Another team can pick them up, I think in the rule 5 draft. If they do so, they must keep them on the MLB 25 man roster for the duration of 2016. If they drop them at any point, the rights refer back to the Cardinals. If they keep them on the 25 man for all of 2016, the player then can be optioned back to the minors iirc.

Also, there is some money that changes hands somehow. It's like $50k or so.

I'm not even remotely an minor league guru, but I would put him more in the Peter Bourjos class. 46 steals last year. Lots of triples, too.

Tilson AA - .295 .351 .388, 46 steals
